Dealing with energy is easy for a federal manager because it can be masked as an environmental issue. Touching the true core grievances—like the broken Senate representation, the skewed Supreme Court seat distribution, and the predatory equalization formula—would require rewriting the entire Canadian Constitution. Carney knows that if he opens the door to changing how federal power is balanced, he risks destroying the political dominance of Central Canada. Quebec and Ontario hold the massive population bases that hand the Prime Minister his power. The federal government will never willingly negotiate away the structural advantages that keep them in control, so they pretend the frustration is purely about oil and gas pipelines. Furthermore, addressing the massive federal immigration targets or the breakdown of the borders and security networks would be a direct admission of federal failure. If Carney sits down to debate Danielle Smith on how 600,000 newcomers are breaking Alberta's infrastructure, he validates her entire argument that Ottawa is mismanaging the country. By keeping the conversation strictly limited to unworkable green energy deals, the federal government can ignore the deeper, systemic rot that makes Albertans want to leave in the first place.
