The raikage instance doesn’t prove he doesn’t scale to his jutsu, it just means his chakra was more focused towards offense rather than defence (60/40, or 70/30 favouring offense as an example) meaning he COULD switch his control to prioritize defence meaning he can and or does scale to his attacks, but in terms of mid attack, their bodies would be weaker ofc, but that applies to every anime so it’s not much of a point.
