The Dirty secret is, this cop knows he's not the perpetrator. He wants his ID to log that he came into contact with someone. The more ID's he can get from the public, the more tickets he writes, and the more arrests he can make, and this is with all police, this shows the cop is "proactive" and generates money for the city. Their department will move this cop up in ranks and therefore get a bigger pay check.
