High delta T = low flow. Those WSHPs don't like gunk in the water. and many condenser water systems are gunky.

Normal condenser water delta is about 8-12. If you have a water flow issue, your water delta will be high just like what your experiencing, theirs not enough water to carry away heat. Heat is transferring well, but because your water flow is slow, it makes your return water extremely warm/hot. If you had a plugged heat exchanger, you will see much less delta, closer to about 2-5 degrees on your water because the heat isn’t being transferred due to scale build up, etc. 🤝

Had the exact same thing happen with one of those units. Ended up putting a flow gauge in line so I could see the gpm and it ended up being a flow issue with the building pumps.

the flow through the unit is going to be e dependant on the pressure of your supply minus the pressure of your return. do these open and close with a solenoid or are they free flowing through every machine in the building? and if it's 3 way actuated too many upstream that have the flow too high can keep the return line pressure too high so very little flow when both hooked up, if that makes sense

on the top water line, THE RETURN, adjust your circuit setter to around 10 psi see if that helps, definitely could be that a circulation pump is not working properly or the strainer on the circulation pump is plugged

Maybe there isn't actually any water flow; instead, you might be seeing backflow through the coils.🤝🤝🤝

Did you check the loop pump and tower, make sure the all the strainers are clean! I know in Philly I try to maintain a 80 degree loop temp

Water pressure isn’t the answer, need to check pump, if you have head pressure regulator etc. etc. etc.

How far away is the condenser water pump from the unit? Is the pump on ? You might flow from building head pressure not from the pump.

Check the pumps VFD see what it’s set to also make sure your water inlet temp is within range, if not, you could have an issue with your tower fans
