Hong Lu it's that bad especially with Heatcliff. He can use his skills with no ammo + one more coin when Heat retreat from battle makes his skill pretty strong even without ammo

Full stop hong Lu can still attack without ammo, plus when heathcliff is retreated hong Lu gets a buff to his s2 and s3
