Personally I think Takaba would be one of the only jjs characters who'd benefit from having a resource bar, but the idea of it starting full and dropping doesn't feel like Takaba. He's already insecure, it should be empty. If anything it should passively drain. My idea would be that deflecting, countering, and dealing damage builds up his confidence bar, which lets him regen damage taken in the last seconds as long as he is in combat. However the fuller the bar the slower he moves, so you can easily outmaneuver him.
