I've been served a handful of times in my life. Not ONCE were the documents NOT in an envelope, sealed and stamped - by the state and/or county. They were delivered by the law enforcement. I had to sign for them. They were absolutely not all loosey goosey with loose leaf papers. I'm not sure where you're working from or for, but I'd suggest treading lightly.
