The Emancipation Proclaimation DID NOT constitute a "catalyzed a systemic reconstruction of the antebellum (pre-Civil War) sociopolitical hierarchies" because Reconstruction was an utter failure. Freedpeople didn't receive land even if they did, the federal government didn't bother to protect the deed in courts, provide substantial credit, tools or seed. President Grant, a radical republican attempted to crush the Klan through the Enforcement Acts but was overruled and forced to pardon the criminals under the Supreme Court. The Supreme Court was an effective institutional counter-revolutionary force against the measures enacted by a Republican President and Republican Congress to protect freedpeople. It didn't help that the Grant administration was extremely corrupt, white unionists abandoned the cause of freedpeople because of the endemic corruption, economic recession and exhausting taxes incurred from the war.
