@refsneedlovetoo: Australian fans are upset and I can understand why. There is no specific guidance in the Laws of the Game for a situation like this. The only thing I can reason is that the Referee felt that his arm was in a justifiable position based on the body movement at that moment in time. What do you think? Handball offense? No because you can get the ball accidentally kicked into you and it's still a handball so no a handball is a handball

Referee channel did a video and said that if a player is going to push they are going to take the risk of the ball hitting their arm, he said it should have been a penalty.

The replay showed the ref staring right at it and immediately said no. Thought that shot was incredible. It was so fast but definitely felt like he thought it was just both players playing each other.

I thought this was an interesting explanation as to why it was not called. Natural position for the act as they’re jostling for position. Not committing a pushing foul, which could lead to the arms being determined as UNnatural.
Replay from the ref cam was as clear and unobstructed as possible, referee was quick and demonstrative, and VAR didn’t recommend a review.

your arms being there because you're giving a player a 2-handed push isn't a justifiable position.
and it's not like he didn't expect the ball - it dropped straight down but he chose to stick his arms there.
the defender not paying the slightest bit of attention to where the ball is because he's just trying to foul the opponent doesn't mean he gets to handle it.

In any case “unnaturally larger” needs to be taken out of the laws or guidance as straight to the side of the body is not the only “natural “ position for arms. It’s a terrible descriptor.
