You can “easily” test with a camera that shoot in 1 billion frames per second and see the light scattered, that gives you a three point shot which should prove speed of light is local and constant or however you’d describe it

am i dumb or could you not shoot a laser at a photo sensitive receptor and just measure to the time for it to react, adjusting for possible variations like time to stop the timer and such?

measure it with two gears and a mirror, aligned as gear, 8km,gear,8km,mirror. You can measure the gear speed, you can align them. If light travels at different speeds in the different directions then it will not pass cleanly through both gears.
