I've done a "workers council" for a D&D campaign. They were an easily manipulated faction in a heavily industrialized province of the setting. They were the figured head of a much larger threat. Worked very well.

It is also worth bearing in mind that nobody has to be friends in a pirate republic. Disturbing the peace and having a bloody fight is frowned upon anywhere and while the “Pirate code” as a whole doesn’t exist most ships codes including the banning of crew mates fighting each other…if another ships crew or most of them were to turn up dead in their quarters…well if nobody’s owing them a life’s debt or some kind of honour and perchance enough of their plunder was left behind then I suspect it would dry eyes all around and a few survivors signing up to new ships, some paupers graves being dug and washing of some cloth and floors.
