The same way you have beats(morae) in japanese is the same way we have syllables in English too. So the word volunteer has beats, it's just called syllables instead of beats in english. Volunteer is Vo-lun-te-er in english, it has 4 syllables or as you would call it, beats(morae).

im up in Ireland and i sometimes meet japanese people, i usually get told that my japanese is pretty tokyo-ben, one tohoku-jin told be that its really tsumetai, just as in tokyo, and i was wondering, is there a way to change it? I'd love to give off more of this kansai friendly vibe, and not a tsumetai tokyo-jin

I wonder if this is why it ironically helps me to pronounce some English words by pronouncing them as if they were Japanese first. Doing so elongates the word in a way where it's broken up into clearer pieces.
