Or, technically speaking, they’re meant to represent the higher nobility. And in the past,(real Life) white hair was seen as a symbol of wisdom and power, which is why nobles (and judges, too) used to wear white wigs to symbolise precisely that. Genshin has taken its cue from this and designed the characters in this way to do justice to that historical image. THAT DOESN’T MEAN THEY BOTH WEAR WIGS. It’s simply about symbolising people with power and influence.
