In 2013, Mark Colling, 52, was imprisoned for the rape and sexual abuse of three small children, but he failed to notify another parent. As part of that punishment, he was given a lifetime sexual harm prevention order. This meant that he was not allowed to have any unsupervised contact with youngsters less than sixteen.
