Historian here. While it is somewhat common to include modern presidents in rankings, presidential historians usually refrain from ranking presidents within a 20-30 year window after they leave office. This is to ensure that the long term effect of their administration and their policies are considered when ranking. Also, this helps dilute recency bias that historians might have considering they lived through the administration. In this way, the most recent president we should really rank historically, would be George W. Bush.
