For normal milk chocolate, that’s at least 25% cocoa solids. But here’s the loophole. The UK also allows something called “family milk chocolate” with as little as 20% cocoa solids (as long as it has enough milk solids). So if a bar is below 20% cocoa solids, it cannot legally be sold as chocolate under UK rules. It has to be labelled as “chocolate flavoured” or something similar.
