Try stepping into it and pulling it up your body .. put the bottom on before lacing up. Then lace up while it’s on ?

If re-sewing wouldn’t be an issue I would cut the both off the top make it a strapless and tie it really tight is the back so it stays properly and then use boob tape to keep the top in the right spot
