I found it confusing on the arbiter position. He’s supposed to be “shamed” or looked down upon but in this game they seem to be afraid of him and he just orders them around as opposed to thel being arbiter

Fun fact: in the Halo Wars timeline you learn that Jerome and Sgt Forge got into a fight in the mess hall on the Spirit of Fire, in which they ended up denting the ship’s walls and Jerome destroyed a chair which both confirms that Jerome has a history of using chairs to fight and also that Sgt Forge is capable of fighting hand to hand with a Spartan so, for the record, he probably really would have beat Ripa the first time around if the girl hadn’t stopped him lol
