Your argument falls apart because you can simply apply this to most shounen like db why do they use ki or jutsus instead of punch and kick. Obvious answer is their different properties its so simple to understand how is it even possble that the characters who are using energy to create these constructs dont have the energy required to tank that energy unless theyre tired. There are multiple instances of naruto characters tanking their energy output like naruto tanking his raw enerrgy killer bee tanking his tailed beast bomb kawaki tanking his own jutsu. But you chose to interpret this as only being physical. Like lets even use mathematics you spend 500 joules of energy to create a jutsu if that jutsu is used on you then what is stopping them from using 500 joules of energy to reinforce their body to tank their attacks therefor attack potency is equal to durability.

In the same way luffy doesn’t scale to his techniques? Because if luffy were to punch himself or use any of his advanced armament and conc coated punches he’d hurt himself. It’s the same thing you’re saying for Naruto and jutsu, this isn’t logic exclusive to Naruto. This is universal logic because otherwise two characters who are relative in strength and durability wouldn’t be able to hurt each other, so the point holds little weight.
