It's romantic from Mikasa's side but not from eren's. He's barely looking at her he's looking at all his comrades too. In that scene Mikasa basically gave up she clearly wanted to kiss him as a final moment and you can't deny that. Eren refused that. The phrase "I'll wrap that scraf around you as many times as you want" is not necessarily romantic It's a declaration that they will make it out of this, they will live and he won't give up opposing Mikasa's decision in that scene. There's nothing proving that there's romance from eren's point of view
