Even in the ending where Markus dies and deviant Connor successfully frees thousands of androids at CyberLife Tower, the game clearly exposes Connor’s complete failure as a figurehead. Standing in front of the massive crowd on the podium, Connor completely freezes up and hits a mental block. He straight up admits that he is absolutely not cut out to be a leader, having zero clue how to act or what to say to the nation.His entire existence is hardwired for submission. Connor is used to being nothing more than a tool who follows other people’s orders, completely lacking the scale of personality or the commander mentality needed to rule. Without a direct command from above or a powerful leader like Markus to fall back on, Connor turns into a lost, spineless piece of hardware that can do nothing but panic inside his own zen garden.
