if your pond is overflowing during a storm and flooding out your neighbors then your little pipe there is not sufficient, hence why they told you to put in a pump.

you might want to think or discuss about putting in another pond or 2 in different sections of the farm. that's what happens in East Texas with all the rain we have for about 3 months straight so that our pastures don't over flow into others property or so it'll direct the water to a creek or another water source. just a thought to think about i know ponds aren't cheap to have them dug but might be cheaper than pumps and it'll give the water somewhere other than the ditch that looks like they need to be dug out to make the ditch deep enough to keep flowing

Wait if you pump down to the ground the sun will dry the water . Your system holds the water in a dig. It will be a breeding ground for mosquitoes. Maybe you can siphon some of the water to not flood the ditches
