if your pond is overflowing during a storm and flooding out your neighbors then your little pipe there is not sufficient, hence why they told you to put in a pump.

Wait if you pump down to the ground the sun will dry the water . Your system holds the water in a dig. It will be a breeding ground for mosquitoes. Maybe you can siphon some of the water to not flood the ditches

so if it floods that bad that the overflow tube don't work and you have the pump installed what are you going to pump it into their living room because they're apparently is a problem with the ditch then that they can't handle all the water I have to say it's a county engineer's problem to fix the ditch
