Silver Elite is dystopian/sci-fi, not so much fantasy. I’d say there’s very little world-building (compared to others mentioned) in that series, since most things are modern or recognisable (military stuff). I think the main distinction between Silver Elite + Empyrean series and ToG + ACOTAR is that first two hit you with the romance quite quickly and have spice in it whereas SJM’s series are more plot heavy in the beginning of the series (especially ToG) and the romance (and spice) come later in the books.
