Fighter pilots and ground crews (crew chiefs) do those "funny" movements to communicate safely over deafening jet engines, build pre-flight hype, and establish a sacred bond of trust. Some exaggerated gestures are even traditional "dance" routines meant to ease a pilot's nerves before a dangerous mission.

The hand gestures and “dancing” you see Air Force ground crew doing on the runway are called aircraft marshalling signals. These signals are a standardized, universal form of communication between the ground crew and the pilot. Because the pilot’s view is limited while the aircraft is on the ground, the marshaller acts as their eyes — directing them when to turn, how fast to move, when to stop, when to set the brakes, and when it’s safe to shut down engines. Even though planes have radios, these visual signals are still critical for safety, especially in loud environments where radio communication can be difficult.
