Ngl this isn't as much of a hot take as you might think. I kinda agree up to a certain point. innocents were killed in the war. but that's the thing. leaving people alive may or may not breed resentment. New people will rise to take the place of the fallen Orokin and who's to say they won't be worse? It's all up to speculation
