Today, I addressed the press and stakeholders on the statewide ban on the illegal use of chainsaws for cutting, felling, or trimming of trees. This decision is a necessary step to protect our environment, preserve community livelihoods, and secure the future of our natural resources. To guide this process, we have introduced the Chainsaw Usage Permit Framework (CUPF). The framework provides a clear system where all commercial operators must be licensed and every tree felling or trimming requires prior approval. Each permit will carry a replanting obligation to ensure that our forests are replenished. The framework is supported by legal provisions and will be monitored through digital systems, with permits carrying QR codes for easy verification. Enforcement will be carried out with the support of security agencies, traditional leaders, and community monitors. Penalties for violations include fines, confiscation, and possible imprisonment. This initiative is about protecting our trees and ensuring sustainable environmental governance. I call on operators, institutions, religious leaders, and communities to support the framework and comply with its provisions. Working together, we can restore green cover, strengthen resilience, and create a sustainable environment for future generations. Dr. Dahir M.
