A teenage girl in Barry, Vale of Glamorgan, was abused on July 26, 2024, by Phillip Daniel, 34, of Barry, who trapped her against a wall. The girl was able to flee, run, and report the incident to the police. After that, Phillip Daniel took a train to Cardiff, where he quickly attacked two women in the women's restroom at St David's mall. Judge Lloyd-Clarke described Phillip Daniel, who has been imprisoned under the Mental Health Act since the attacks, as a "very high risk" to women during his sentencing on Wednesday at Newport Crown Court. After his detention, the judge ordered a four-year extension of his license period, lifetime registration as a sexual offender, and a Sexual Harm Prevention Order that forbade unsupervised contact with minors and access to women's or unisex public restrooms for 15 years. According to information provided before the court, Phillip Daniel told the police that "voices in his head" had told him to fly to Cardiff to carry out the sexual attacks, traumatising his victims. A community order was previously imposed on Phillip Daniel for assaulting a lone female jogger in Cardiff's Bute Park on January 31, 2023. According to defence attorney William Bebb, Phillip Daniel had a "complex" mental health history, had spent 15 months behind bars under the Mental Health Act following the offences, and a change in medication had "provided some stability." Concern, social isolation, and interrupted GCSE preparation were all expressed by the teenage victim. While the other victim suffered from panic attacks and sleep issues, one adult victim felt uneasy and afraid in public facilities. Police found a Viagra tablet in Phillip Daniel's wallet when he was arrested, but there was no proof that he had taken it that day. According to a mental health assessment, he posed a "increased risk to females, especially minors."
