for people who have never played Elden Ring, please know you can swing EVERY weapon at level 1 that your Stamina stat lets you lift. So, it's not an exciting claim that you can use a weapon without leveling up or immediately at level 1. BUT, to use its special ability, you do in fact need the 60 strength.
