Simple. New collective agreement- teams caps are based on tax model. Florida 80m cap. Toronto 150m cap (yes I exaggerated because we get taxed waaaaay too much). Every team is now even. Simple.

League needs to adjust salary cap individually to follow state/provincial taxes. Teams with no tax get the lowest cap and teams with highest tax get higher cap.

I'll say it again, they need to change the rule to this; if a player requests a trade his no movement clause should be void and he can no longer decide on where he goes. the team should be able to trade them to any team.

The next CBA needs to change... NTC is active until the final year of a contract where it expires and the team can send them anywhere. Also, any player that requests a trade from a team voids their NTC and the team can also send them anywhere they want. Players have way too much power over the teams abilities to build their teams through trade.

5M income in Florida you would lose 1.93Mto taxes. In Ontario it would be 2.63 to taxes. It’s definitely not nothing. 700k extra.
