Accuracy rate isnt a good metric for tests for rare diseases, a much better metric is sensitivity. Sensitivity is the measure of positive result accuracy. Which in this case is .0033%. This test would be more of a screening for a more expensive test than an actual conclusive result.

You forgot one important aspect: if you are tested for that disease, there is already reasonable suspicion you could have it, which raises the chances you actually have it on a positive result immensly.
