Use primer after sanding plaster off the wall. Vacuum the walls, then apply primer and then you are ready to paint. Otherwise bits of plaster dust can cause orange peel effect on the wall or cause the paint to not apply properly and fall off soon

What the hasn’t said is after the sanding of the filler, stabilise it again , product called gaurdz is great for this , otherwise the wall will be dusty as hell

Or.. you can get a skim coat that you can apply directly over the existing painted surface. Hire a pro skimmer, he will do it without any sanding needed. Literally, 1 day job vs your 2 day job and extra mess. A pro can do that entire room in a day, where you will take 2 days or even 3 depending on sections you needed to rework
