You can plug in the right cable and force DFU mode, then get code execution inside SecureROM - the first thing your phone trusts, before iOS even loads. It can't touch the Secure Enclave directly. Yet. But it doesn't need a software update to exist - it's burned into the silicon. These devices carry this for life. If you're running an XS, XR, or an 11, this isn't a "update now" problem.
