Montreal needs to be better prepared and have a specialized unit, not just patrol officers. As for the rest about the motivation of the shooter, I take everything with a grain of salt. Not because it’s the news that it makes it true.

La policière n’est pas une agente du GTI donc c normal que la policière était très stressé car elle était dans un embuscade et croyait que c’était un tireur car elle n’avait jamais vu le citoyen avant

Police officers are 100 percent responsible for their weapon, and how they used it. If she is easily "surprised" enough to shoot (and kill) and innocent bystander, she never, ever should have become a police officer in the first place. Law enforcement needs to be held to a higher standard.
