MY PROPOSED SENATE/HOUSE BILL:
"ZERO-IMPUNITY AND STRICT YOUTH CORRECTION ACT"
[AN ACT ESTABLISHING THE "ZERO-IMPUNITY JUVENILE JUSTICE ACT," AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 9344 (AS AMENDED BY R.A. 10630), MANDATING INTENSIVE INVOLUNTARY REHABILITATION, ABSOLUTE PARENTAL LIABILITY, AND INTRODUCING RIGOROUS DISCIPLINARY REFORMS FOR MINORS AGED 10 TO 17 YEARS OLD.]
❌ NO MORE "SAME-DAY RELEASE"
The old law lets minors go home to their parents immediately after an offense. This bill bans that. If a minor (10-18) commits a crime, they are detained immediately. Youth is no longer a free pass.
🛡️NOT JAIL, BUT RIGOROUS CORRECTION
They won't be mixed with adult criminals in regular prisons. Instead, they are placed in a high-security National Youth Correction Academy (NYCA) for strict military-style discipline, psychological rehabilitation, and mandatory vocational/tech schooling.
📈 RELEASE IS EARNED, NOT AUTOMATIC
They will NOT be released just because time passed or their parents asked. They only get out once a Board of Correction certifies they are 100% reformed, educated, and ready to be productive citizens.
👥 PARENTS FACE LIABILITY
If a child commits a crime, it’s a failure of parenting. Parents will face mandatory community labor and heavy fines to force families to take discipline seriously at home.
