THE TRAGEDY OF BETRAYAL: HOW WE GOT HERE For generations, the mountains of Kasibu have stood as a sacred sanctuary—a "Watershed Haven" feeding our rivers, sheltering our forests, and nurturing the fertile lands that local farmers plow to feed their families and our nation. Agriculture is our lifeblood. Nature is our survival. But behind our backs, a quiet corporate invasion was engineered in the halls of bureaucracy. JUNE 2025—THE CORPORATE HANDOUT Without a whisper of warning to the families who have lived on these lands for centuries, the Department of Environment and Natural Resources-Mines and Geosciences Bureau (DENR-MGB) quietly rubber-stamped a massive exploration permit. THE TARGET: A staggering 4,456 hectares of pristine ancestral land sweeping across Barangay Pao and parts of Barangay Kakidugen, handed over to the North Luzon Mineral Resources Corporation (NLMRC) to probe for gold and copper. THE INFLUX OF DESTRUCTION: Suddenly, the deafening roar of heavy drilling machinery from China shattered the peace of our mountains. The earth was violently gouged open. Sacred topsoil was displaced, trees were torn down, and the very water systems we drink from were put on the chopping block. THE BREAKING POINT: WHY WE ARE AT THE BARRICADES We were never asked. We were never consulted. The copies of the exploration plans were hidden from us. The mandatory Free, Prior and Informed Consent (FPIC) of the Bugkalot/Ilongot indigenous peoples was completely and illegally bypassed. When greed arrived with heavy machinery, it met the unbreakable wall of human dignity. The people of Pao, Pacquet, Kakidugen, Dine, Biyoy, and Catarawan did not stay silent. Fathers, mothers, youth, farmers, and church groups rushed to the front lines. They stood shoulder-to-shoulder, putting their bodies on the line to erect physical human barricades against the trucks, the crude oil, and the corporate plunder. We are at the barricades because our survival is non-negotiable. If traditional small-scale mining (Usok) already leaves deep scars on our mountains, this monstrous large-scale corporate mining will obliterate Kasibu entirely! This is not progress—it is environmental execution for the benefit of foreign interests. AN AGGRESSIVE AND UNYIELDING CALL TO THE ENABLERS OF PLUNDER TO THE LEADERSHIP AND OFFICES OF THE DENR, THE MGB, AND THE NCIP: Look at the red, bleeding earth of Barangay Pao and answer to the Filipino people! You were mandated to protect our environment and uphold indigenous rights, yet you have chosen to act as the gatekeepers for corporate exploitation! TO THE DENR AND MGB: How dare you sign away 4,456 hectares of our critical watershed to a company backed by foreign interests? Your primary duty is the stewardship of our natural resources, not the liquidation of our future! TO THE NCIP: You have explicitly failed your core mandate. Bypassing the FPIC of the Bugkalot/Ilongot people to fast-track corporate entry is a betrayal of the very ancestral domains you sworn to protect! WE DEMAND IMMEDIATELY AND WITHOUT DELAY: 1. REVOKE the exploration permit of the North Luzon Mineral Resources Corporation (NLMRC) covering the 4,456 hectares across Barangay Pao and Barangay Kakidugen! 2. STOP all ongoing drilling operations immediately! 3. EXPEL all heavy machinery from China and corporate equipment from our sacred mountains! We reject a version of "progress" that requires the death of our environment, our livelihoods, and our heritage. Our mountains are not for sale. Our water is not for sale. Our future is not for sale!
