If somebody ever tells you that it is wrong to have sex before marriage, then they are not talking about sex or marriage. They are not giving you a fact in the same way as saying, 'Oh look, there's an elephant.' They are giving you an instruction; they are giving you an order. And according to Hare, this is how all ethics works. Hare argues that there are no moral facts; there is no objective right or wrong. And so, when we use the language of right and wrong, we are actually trying to command other people's behaviour. When I say that ‘stealing is wrong,’ I am saying that ‘you should not steal,’ and ‘I will not steal as well.’ Hare calls this prescriptivism, and he gives two reasons for it. The first is that moral statements will always tell you what to do in a way that ordinary facts do not. So, saying ‘there is an elephant’ demands absolutely nothing of me. But saying that ‘cruelty is wrong’ demands that I not be cruel. And the second has to do with negotiation, because when we use moral language, we are trying to get other people to behave a certain way. We want our values, our norms, and our expectations to become the model for their behaviour. We say, 'This is how we do it around here.' And so, when we have moral argument, we are actually having a battle of authority. When a politician, a religious leader, a philosopher, or a friend has a debate, they are actually debating modes of behaviour. They are saying that their values, their answers, are the way that we should all behave. But in reality, it's up to each of us to decide if we want to go along with what they say.
