Your first one is incorrect. It has to be within 10% of that number not anything below it so now you’re telling people wrong.

With capacitors always check with the power completely off unless you can do a load test. Also, lower does not always mean bad. The capacitor has a tolerance percentage, 5% or 6% sometimes. Which means it can be higher/lower by those percentages

uF = microfarad. MFD on the meter is the setting to test the microfarads of the capacitor to see if it matches the label on the capacitor like 7uF.
