As a former lifeguard/swim Instructor the earlier they learn the better they will be down the line. Swimming that age is really a necessity to both the baby and the parents.

"I don't want fred in the water ever" is the whole reason he needs to swim, if he gets away and ends up in water it's MUCH better for him to swim

babies learn to swim is very important. Especially if they accidently fall in water. Even if they cant swim they learn how to float on their backs.
