This is a Parans solar fiber-optic lighting collector the dome-topped unit with rows of lenses is the outdoor collector part of a Parans daylighting system (the video's account, "parans," is the manufacturer itself). How it works: Collects sunlight: Each of those round lenses on top is a small Fresnel-style lens that focuses sunlight onto the tip of an optical fiber. Sun-tracking: Small motors actively track the sun as it moves across the sky, controlled by a photosensor that continually feeds sunlight data into a microprocessor. Transmits light via fiber optics: The lenses concentrate sunlight into fiber optic cables, and the cable transfers the sunlight through the building to a desired room. Delivers daylight indoors: The fiber bundles can transmit light more than 66 feet, delivering full-spectrum natural daylight to rooms far from windows. Basically it's a way to "pipe" real sunlight deep into a building for daylighting interior rooms, basements, or windowless spaces without using any electricity for the light itself, just a small amount to run the tracking motors.

Parans SP4 daylight collector (sunlight collector). The multiple glass lenses on the front are a strong clue. What does it do? It collects natural sunlight and sends it into a building through fiber-optic cables.
