The head of university depends entirely on the different systems of education in different countries like in Ethiopia the head of each university is called the “president” and the deputies are sometimes two or more like the vice president for academic,finance,administration etc.

Chancellors are often ceremonial heads, they are not involved in the day-to-day activities of the universities. They come around the schools when they're ceremonies. Chancellors are often given to traditional rulers. V.Cs on the other hand are the chairmen of every University's senate, they are in charge of running both the academic and administrative affairs of their schools and that makes them the heads. However, this varies by institutions.
