Witnesses do not have to cooperate and they definitely do not have to identify themselves. You only have to identify if you have. About to or have committed a crime . Videoing a crime scene is not illegal . You can subpoena that video ( good luck ) but you are going to have to find it . Crazy how laws work , right officers .
