earlier designs seem to had a focus on socialising and leisure rather than strictly drinking. would be a nice idea to have somewhere like this again where you could linger without the guilt of not buying or 'taking liberties'

Sounds like a pretty good idea with very few downsides. Shutting it down when it made a profit was useless and based on principle instead of logic

Fun fact until literally this month Sweden still had a requirement that if you sold alcohol you needed to also be able to prepare and serve food. This applied to all establishments serving alcohol so restaurants, pubs and even clubs.
