the Ballad is my least favorite book of the Hunger Games series, but for sure it explains the capitol's view of district people, not as equal but as less evolved creatures, and Sunrise of the Reaping illustrates this even better, calling the tributes "pigs", "claws", hence, that's how they can watch, enjoy and bet on children's death, by dehumanizing them. Just like we currently watch scenes from Iranian and Palestinian children being killed and don't feel anything (or don't do anything to make a difference and stop it, like people from District 13)
