infinite resin doesn't mean good artifacts or good rolls.. you'll still end up having to craft pieces and reroll them.. plus C2 and even most C1 damage can't be reached with perfect rolls on all artifacts..

100k primos is way better if you want to vertically invest. Perfect artifacts are like 1 decent con worth of dps increase for a hypercarry (compared to like a top 2-3% build). 625 pulls give you either a whole new team or just lets you c2 two carries which is a lot better for Stygian.
