An identified or not tipster DOES NOT give cops probable cause absent of articulable suspicion a crime has been committed. Obstruction is a secondary charge based on a lawful stop. Nobody is required to assist cops in an investigation. Nobody is required to cooperate.

He could have just talked to the dude and he would have simply told him he owns that car and the motorcycle. Instead the cop doesn't even want to discuss anything, he just wants to demand ID and put the guy in cuffs. Disgraceful policing 🙄
