I always assumed Gordon does have the helmet, but it doesn't have an external speaker, so everyone thinks he's mute. He's probably screaming and cursing the whole time, but nobody hears it.

Gordon does in fact not have a helmet in HL1 for those saying he does. You can go into 3rd person with commands and see for yourself.

I think they he does have a helmet it's just never shown, because if you look at bodies wearing the HEV suit in Xen they have helmets, Valve probably thought Gordon looks more badass without a helmet in the cover art but he probably has one and takes it on and off, off screen, that's my theory at least.

the current fan theory are 1. because he was running late Gordon forgot his helmet 2. Gordon actually does have a helmet but it retracts into the suit when not needed 3. the suit has some form of shield that protects his head hence why you need to charge the suit up

When he suits up, a display shows. Throughout the game the UI is from the helmet. The head crabs never succeed on grabbing right on. He has a helmet! Just not shown with the suit and taken off for scenes where we see him without it.
