I was thinking a similar scenario could be applied to the Scotland against Brazil game coming up because it seems like the third place team of group C would likely play against Mexico instead of the Netherlands or Japan

Disgrace of Gijon left Algeria out of the next round since West Germany and Austria knew the results of Algeria's 3rd group match. So FIFA changed the rules to have the 3rd matches of the group stage played concurrently in 1986 onward. Now Algeria and Austria have the advantage of being the last group to play after all other groups complete their 3rd match.
