I see a lot actually. drywallers didn't sand the sky light. and the hand print is most likely from the electrician that hung the chandelier. which is left in the construction dust that never got cleaned

Most likely dust accumulated on an old handprint from the last window cleaner. From the natural oils on our skin. But maybe you also have a ghost 😊

It's a hand print in the plaster, that the worker didn't sand down smooth, and them just painted over it, then were you don't clean, the dust made it see able, hope this helps.
