you know it's not actually the cops that are to blame cause they're to dumb to think for themselves. so it's the one that are in charge cause they're the ones who train them and tell them what to do and how to do it. and they pretty much program these cops to just listen and obey. which makes them the tyrants, as well as city official who allow police to get away with there misconduct so long as they keep bringing in revenue to the city
