I spammed cable crunches for almost 2 years and only developed the upper abs. I added leg raises in about a month ago and the lower abs are already starting to develop. I think when it comes to abs there is a fine line between genetics are variation. Some people genuinely do need to train both upper and lower separately. Perhaps height comes into play here too a little bit and the length of your mid section when it comes to being able to hit the entire section with one movement.
